Steam not able to update

It's a couple of days ago since I installed the game and I don't remember if I activated the steam account. I haven't played the game yet. But today when I chose Sin. Steam started to load but I got this error message.

Steam.exe (main exception): Unable to load library Steam.dll

Is this a installation malfunction or is there something I need to update. Shouldn't Steam just go online and let me register?
I've tried reinstalling it and I've checked me videocard and direct x.

Any help or advise would be appreciated

Please search your computer for the Steam.dll and remove it whereever you find it.
